I had shared my concerns with a neighbor and she had informed me that he had a plate in his head, had psychological issues and was essentially harmless.

A few times during the summer I had walked past wearing a romper and he kept looking back at me from the corner and it had made me feel very uncomfortable.) He never says anything and this has been going on for a year.

Whenever I walk home he will zero in on me in the crowd and watch me until I turn the corner.

There is a middle aged man who stands on the corner regularly and leers at me whenever he sees me outside. (examples: I had seen him watching me from his door way when I've left my house once and he watched me until I got to the end of block.
